Pilar Oliva Brañas: No one is left behind

The thinker Mario Alonso Puig writes that “words are simple signs that correspond to sounds, but in reality they are direct connections to personal, intimate and non-transferable emotional worlds.” The registrars of La Rioja share forms and documents with citizens daily in an exchange of texts and words that some interpret as gray bureaucracy and cumbersome paperwork. We, the eleven registrars of La Rioja, experience them as vital moments that give meaning, for example, to the dreams of a family or the aspirations of a businessman who wants to sow wealth. For this reason, we like to share that our Registries, those of La Rioja and those of Spain, are an open house, everyone’s home, where no person is left behind.

In recent years, the registrars of La Rioja have advanced in a modernization process to adapt to the circumstances and needs of the people of Rioja. The speed of information and new communication channels required an evolution in methods and services. To achieve this, we are deploying a Modernization Plan with such significant milestones as the reopening of our Dean’s Office, the communication of the launch of the Electronic Registry, which is now a reality, and the implementation of clear language in our communications and attention to the public.

The reopening of the Logroño headquarters is added to the modernization plan of the eleven Registrars headquarters in La Rioja (five in Logroño; Arnedo; Calahorra; Alfaro y Cervera; Nájera; Santo Domingo de la Calzada; and Haro). These headquarters are essential to facilitate the capillarity of the Administration, since our presence throughout the territory as Registry offices makes it possible to build solid and long-term relationships with the inhabitants of the different municipalities of La Rioja. In fact, digital transformation is combined with in-person attention. The Registries, regardless of the push for new technologies, continue to serve people who wish to carry out their procedures in person so that they are not excluded and avoid the well-known digital divide.

For its part, the introduction of the Electronic Registry represents one of the most significant advances in the recent history of registrars. This new system, which is now operational, is a revolution in the way public documents are managed and accessed. The digitization of records not only facilitates access to information, but also ensures greater transparency and security in data management. The Electronic Registry allows citizens and professionals in the sector to carry out procedures remotely, eliminating the need to travel and significantly reducing waiting times.

Another fundamental pillar of this modernization in La Rioja is the adoption of a clear language plan. For a long time, legal documents and procedures have been perceived as inaccessible due to their complexity and use of technical terminology. This language barrier has generated a disconnection between the public service and citizens, making understanding and active participation difficult. The clear language plan we launched this year seeks to eliminate these barriers, simplifying the writing of documents and using more direct and understandable language.

The registrars in La Rioja are leading a significant transformation towards the future that involves a closer, digital and transparent present. These initiatives not only improve the efficiency and accessibility of records, but also reflect a deep commitment to public service. As our beloved Mario Alonso Puig indicates, “the human being is not a static being, but rather a being in continuous change and transformation.” Thus, in a constantly changing world, it is essential that public services evolve to continue being useful to society. The registrars of La Rioja are following that path, transforming ourselves for the better and ensuring that, indeed, the Registries are everyone’s home.
