The authorities requested the Electoral Census that was formed in Cúcuta for the elections of October 29, 2023.

The National Electoral Councilopened a preliminary investigation against themayor of the city of Cúcuta, Jorge Enrique Acevedo Peñaloza for alleged irregularities in the financing and presentation of income and expense reports of the electoral campaign,after the elections of October 29, 2023.

Also involved in this process areLeidys Susana Sánchez, who was the campaign manager and Paola del pilar Colmenares, Cipriano Alfredo Peña and Javier Mauricio Piñeroswho were part of the committee called “All for Cúcuta.”

The entity in this case indicated that the facts are related to the individual report of income and expenses of the mayor when he was a candidate for the local mayor of Cúcuta.

The investigation showed that the mayor presented toNational Fund for Financing Parties and Electoral Campaigns of the National Council,reports where it was evident that it relates to private contributions that the then candidate and, today, mayor of Cúcuta, received for a value of $518,464,000.

According to the National Electoral Council, this figure exceedsthe maximum percentage (10%) of contributions and donations from private parties regulated in the final part of the first paragraph of article 23 of Law 1475 of 2011.

“Specifically, it should be noted that the maximum limit of the amount of campaign expenses determined by the National Electoral Council for single-member positions for districts and municipalities with electoral rolls between 500,001 and 1,000,000 citizens, the sum of $2,465 .931.344.In line with the above, (10%) of the private contributions and donations that wereallowed to receive in the campaign of the then candidate and, today mayor of Cúcuta, totaled an amount of $246,593,134, evidencing a clear violation by exceeding the maximum percentage (10%) of private contributions and donations in favor of his electoral campaign to the mayor of Cúcuta for the Constitutional period 2024-2027,” the document highlighted.

According to the National Registry of Civil Status, through the Political Electoral Division,The number of voters per table in all voting stations in the municipality of Cúcuta was determined, which, as of the date of the electoral debate on October 29, 2023, represented 627,374 voters.

The National Electoral Council indicated that, within a period of five days following the communication of this Order, it is required to report on the Electoral Census that was created.in the municipality of Cúcuta – Norte de Santander for the territorial elections held on October 29, 2023.

He also requested the National Political Financing Fund of the National Electoral Council,that within a period of five business days, send a full copy of the income and expense reports with their respective campaign annexes to the file.
