The change in the way of billing public services, as well as the air passenger transport ticket, the lottery ticket and other games of luck and chance; payment of tolls, admission ticket to public shows and even the movie admission ticket is contained in Resolution 000165 of November 1, 2023.

However, the Dian, through Resolution 008 of 2024, determined that the change in the way of billing these and other services would begin on May 1 and go until November 1 of this year, starting with large taxpayers (May), followed by Income Tax filers who do not have the status of large taxpayers (June), non-Income Tax filers and subjects who do not have any of the aforementioned qualities (July) .

The next group of taxpayers that must begin to implement the electronic invoice corresponds to public service companies, which will have to do so starting August 1, according to the calendar established by the tax authority.

​The change in billing does not affect the obligation of consumers to make the corresponding payments on the dates established by each company, which may continue to be done at the different physical points established for this purpose or through any electronic channel.

The schedule

Given the volume of users managed by public service companies These will have to develop and offer people options that allow them to access this new form of billing, even those who, due to their location or income level, do not yet have access to electronic means. In this case, these companies will have to provide the printed invoice at the address for which they have a deadline this year.

However, this must include the Unique Electronic Invoice Code (Cufe) and a QR code to guarantee accessibility for all users. Thus, in the established calendar, the changes indicate that obligation as follows:

– Non-filers of Income Tax and subjects who do not have any of the aforementioned qualities, July 1.

– Home public services, August 1st.

– Passenger transportation ticket: August 1st.

– Bank statement, August 1st.

– Plane ticket, September 1st.

– Ballot, fraction, form, cardboard, ticket or instrument in games of luck and chance other than localized games, September 1.

– Document issued for the collection of tolls, October 1.

– Admission ticket to public performances of the performing arts, and other shows, November 1.

– Movie admission ticket, November 1st.

According to experts, the mandatory nature of the new POS electronic invoice should not become a headache for businessmen in the country. It is important to highlight that failure to comply with electronic POS regulations can lead to fines for these businesses of up to 44 million pesos (about 950 UVT).
